Want to get married but passport with EEA application

Dear all
i am an overstayer non eea engaged to my eea fiancee who we have been together for 4 years. we want to get married but our passports are with the home office with EEA2 cohab visa application which takes up to 6 months. We have the following documents Polish ID card for my fiancee, Certified passport copy for me , birth certificate for me, My driving licence issued in my country. we went to the registrar with these documents but the lady did not want to take these doc, can someone help what should i do?
