Do my Mrs. requre English test before she is here?

Do my Mrs. requre English test before she is here?

I am a british passport holder & work for a renowned company , & earn more than £ 25.000 per year
We applied for a Spuse Visa for my wife back in 2009 and it was refused & We did not do any appeals.
Now we are planning to apply for another visa for her & Does she need to pass any sort of English Language test prior to her arrivals in UK?

Is there any kind of rule changed since then? Or Can we appeal on the decision made in 2009?
I am from somali origin and my wife is in somalia.

1. No you can not appeal the decision made in 2009 (you only get a limited time to appeal which i think is within 3-4 weeks).
2. This time you need to meet the new requirements and your wife also needs to pass an English test.
3. Your income will satisfy the new requirements, £18600 after 9th July 2012.
4. You also need to make sure that you address the reasons for refusal(Example: did not meet the requirements) this time and mention that on the form.
