FLR to ILR Query

hi Friends,

Continuing from my previous query,

Situation
1. I'm on ILR and my wife on FLR as she didn't complete 2 years
2. She will complete 2 years in the UK on Sept 29 and planning to apply for ILR using SET(M)



Query
1. Can she apply for ILR 28days before Sept29 (if she applies at PEO)?
2. Any specific documents for her ILR application if she is applying from FLR to ILR?
3. What's meant by address proof "Spread" across 2 years?
- We have got a council tax document starting from her arrival, but that's just one document. Then we got bank statements from 3rd month onwards etc.. So at any point of time, can we show just one document? (may be i properly didn't explain?)
