Tier 1 General Dependant Extension-Q E8

A question on friend's behalf

Applying for Tier 1 General Dependant Extension. The first entry clearance application for the dependant was rejected. Friend appealed and the rejection was overturned ie application was succesful after appeal

What should be the answer for Question E8 in the dependants appication form

Have you ever been refused entry clearance/visa or leave to enter or remain in the UK?

I think it should be No, but could not find any threads or UKBA guidelines affirming the same. So,

1. what should be the answer? Any links UKBA referring to this?

Safe bet is to say Yes and mention the rejection and appeal, but wanted to know the right way, if there is one.

Yes.

Mention the UK BA ref no.of the visa and explain. Appealed against decision and overturned . Attach the approval letter.

CW didnt see the approval letter.

This was my experience.
