Residence permit for non-eu national

Hello,

I am a non-EU national from India and coming to Luxembourg in Sept 2012. I have got a permamnet job in Belgium and would be working at client location in Luxembourg. I have the work permit for both Belgium and Luxembourg. I plan to live in Trier, Germany.

Am I am eligible to live in Trier as soon as I land in Europe or I need a residence permit?
What is the procedure to apply for residence permit?

You can't live in Germany if you don't have a residence permit for Germany. The free movement rules within the EU are with regard to EU nationals and their family; they don't extend to non-EU migrants who have residence in an individual EU state.

You qualified for a residence permit for Belgium because you have a work permit and visa issued by that state. You would need the same for Germany. It's not immediately clear how you might get a residence permit for Germany as you are not working there.

I presume you want to live there because it is central to two work locations. If that is the case, you need to ask your employer if he can arrange a resident permit for border work situation. however germany has lots of tax issues and I wouldn't voluntarily live there when I could live elsewhere.
