Did anyone NOT get a BRP after submitting their biometrics?

The common view is that submitting biometrics is only part of application and it doesn't mean that the applicant will get a BRP, yet is there anyone who submitted their biometrics and then didn't get BRP?

I firmly believe that UKBA checks the validity of application, existence of all the necessary documentation etc and after that sends a request for biometrics. They might not have made a final decision, yet the main checks have been done.

My Tier 2 / General, Skilled Worker App was sent on the 23rd April and biometric letter dates 4th of July, therefore I dont think it makes much sense to state that UKBA kept my application for 10 weeks without considering it!??

Please advise, this subject doesn't let me sleep...
