FLR (M) or SET (M) for my Dependent

My current Immigration status is Indefinite Leave to Remain (ILR) in UK.

My wife current immigration status is Dependent of HSMP (Tier1 General)

My wife date of arrival in UK is 23.09.2009 as dependent of work permit holder

then 24.04.2010 as I (husband) got HSMP visa and she (wife) become HSPM (Tier 1 General ) dependent.

On 24.04.2012 I (husband) got ILR and before 09.07.2012 my wife applied for FLR(M)

My question is that can my wife applied for (SET M) indefinite leave to remain when she got FLR (M) as she already in UK as my spouse for more than 2 year?
