no sir, it might not be.. as the area where embassy is standing belongs to it's country. if they would have me the place of issue i would have said birmingham but now its country so it can be india or the UK which i am not sure of . so thats why i need help from moderators or people who have knowledge.

The question is asking in which country was the passport issued. You can't answer Birmingham as that is not a country. Therefore you must state the name of country in which Birmingham is located. Why is this so difficult for you?

Like I mentioned above that it could be the UK or India as it was issued by indian government and the area of embassy belongs to indian government. Now if I put issued by the uk then when I will print my boarding card it will be written EU country national which will be a pain in the backside to correct at the time of boarding when they will see my indian passport and ask me when did india join the eu ;-)

Printing a boarding card? Why don't you tell us what you are doing rather than leaving us to guess? Your initial question indicated that you have an Indian passport but that you need to declare the country where it was issued.

I have a British passport but it was issued in Brazil. When someone knows I am British but asks for the country where my British passport was issued, I state Brazil. If, however, someone does not know my nationality and asks for the country of issue of my passport, I say UK.

so does this make any difference on your boarding card.

Is the question asking what type of passport you have because it does not know your nationality, or does the questioner know that it's and Indian passport but needs to know the country where that Indian passport was issued?

Only you can know the answer as only you know what it is that you are being asked.

i think for that purpose its India, country of issue means which country has issued the passport and that is India. Place of issue would be Birmingham.
