How long to get a blue card for a Romanian?

Hi
I'm an HR consultant working on behalf of a UK employer who would like to employ a Romanian graduate on his graduate recruitment scheme. She is applying for a blue card (skilled worker following her graduation) but the employer was unaware she needed a blue card to work in the UK.
- How long does it take (roughly) to get a blue card?
- Can you employ the individual before you get confirmation that they have qualified for the blue card?
- Is it a forgone conclusion that a blue card will be forthcoming or might she be turned down for a card?
By way of background she took her degree here in the UK.
