Biometric indicator of ILR approval?

If one receives a biometric letter of application does that mean their ILR application has been approved?

The reason I ask is why bother to get the biometric details taken when your application is destined to be rejected?

Biometrics is to prove who you are. It's mandatory before any application is considered. Everyone is subjected to this irrespective of the merit or outcome of their application.
