My previous visa extension application was refused on tier 4, then i made an appeal which was successful, by the time i was waiting for my visa after the court decision my college got shutdown and Home Office send me a letter saying that they are fully aware that my college is shut, so they gave me an option to apply a new CAS which i did, My question is do i need to pay my Home Office fee again ???? plz advice

Yes-since you will need to make a new application using a new Cas.
