how can i help my brother to stay in the uk

Thank you .The immigration consulate has asked for proof that he normally takes his child to school but that was a long time ago so he is unable to get proof ,as they were told so in a letter that was sent for his release from detention they also ask for proof of his mental status as he appears to have some mental problem but he failed to seek medical assistance could i wrote a letter to them to support him with regards to finincial difficulties why he is not in close contact with the child and my illness eg it will deteriote if he goes home
