PBS dependents and Main applicant with ILR - after 09th july

Hi, can someone please help with below:-

I have recently got the ILR( Previously on tier1). My wife joined me on tier1 dependent visa. As with the new rules 319E(b/c) after 09th july, the PBS dependent do not have to switch to FLR(M) before they can apply for ILR.
My query is what if PBS dependent is travelling outside UK before they gain ILR. Would they be allowed to re-enter?

Seniors ? Your help will be much appreciated.
