switching from tier 1 dependant to tier 2 general

Hi,

my son has been in the uk for 8 years as a hsmp/tier1 dependant.

we had a time reset as we had leave the uk during a credit crunch.

My son is 19 and has job offer. Is he eligible for a visa?

Can he switch to tier2 general?
