UKBA website says that:
You may return to the UK as a resident if:

you were settled in the UK when you last left; and
you have been away for 2 years or less; and
you are returning to live here permanently; and
you were not given public funds to pay the costs of leaving the UK.
So, if someone who has got ILR but not a british citizen, may has the problem when return to the UK if his history of benefits claiming? Is there any case?

Do you mean if you claimed Public Funds while you were on ILR? If so, this isn't relevant. The passage you've posted refers to someone who have been given financial assistance to leave the UK.
