Biometric Residence Permit

My mum through a lawyer applied for a permit despite having overstayed her visa.
She was granted a DLR last November. This was on a A4 document and not in her passport as it has expired years before the application was made.
She now has a new passport.
UKBA now say they are unable to put a residence sticker on her passport
At the time of application there was no mention of Biometrics, does she need to get one?
If she needs one how will she apply as she already has a DLR

She can apply for a transfer of conditions on form TOC -she will need to provide biometrics as part of this application and will be issued a biometric residence permit instead of a sticker in her passport. Alternately she can continue to use her immigration status document as evidence of her right to remain.
