Established presence confusion

I am sure I am eligible for Established presence.
But agent is saying that as I have returned to my home country and its a new tier 4 visa so i am not eligible.

another agents is saying i am eligible but visa officer may overlook it cause its very rare case in my country.

finally we decided to show 9 months maintenance in the bank. but the question is, should i put cross in the established presence in the form and write 1600 pound ( though the bank balance will be showing 7200 pound)? or I should put cross in initial application and will write 7200 pound ?

If I have established presence but I don't mention it, don't you think they may refuse the visa because of 'wrong filled up form'?



**** I completed undergrad in June 2012. TIER 4 visa will expire on October 2012. I got CAS for my postgraduate course from a new sponsore. Don't understand why agent is saying that reduced fund is not eligible as I am applying from my home country. This is totally confusing . Also in the policy guidance there is no word about two bank accounts acceptability thats why i am struggling to manage fund to put 9 months maintenance.
