strange differentiation @ airport

Just flew intra-Schengen from Corfu (Greece) to Zürich (Switzerland).

The signs differentiated between:
  • Non-EU-Nationals
  • EU-nationals Extra Schengen
  • EU-nationals Intra Schengen

I never saw this before, and I guess this is -simply- wrong, as passengers have to be seperated by destination, not nationality?

After check-in and security check, there was a "passport" booth, and although our flight was intra-schengen, all passports were systematically checked anyway (which is illegal inside the Schengen-zone?)!

Is it typical for Greek airports to get such simple things wrong, or am I not understanding something?!

I've never been there, but might make a guess.

Small airport, not enough room for proper segregation - not enough funds to make proper segregation.
