Speeding Fine

Hi,

I had to pay a speeding fine of £60 and 3 points taken out from my driving license in December 2011.
Do I need to mention this under Personal History under Traffic Offences?
Good Character Requirement doc says FPN is fine. Someother sites state its been changed in April 2011 and I need to mention this.

Please clarify.
