Sopuse visa rejected

My wife applied her spouse visa from Pakistan in February 2012.
Got refused due to the fact that her IELTS in Listening was 3.5 but over all was 5.

She took IELTS test before the 28 days of appeal and submitted new score which is 6 in listening and speaking.
will the appeal be allowed now?

Whether the appeal is allowed is by no means certain. From a legal standpoint, the appeal is only obliged to consider facts that existed at the time the application was submitted. Her new score did not exist then and only came into existence much later.

You may get a break from a kind soul but if the ECM review (and that comes after 8 weeks) does not reverse the decision I would suggest you make a new application.
