Your spouse do not need to apply again as he / she already obtained the entry clearance. You could either lodge an appeal which will obviously going to take quite long or you can write to ECM and in the mean time while you wait for the reply, get your documents ( statement etc ) ready to apply again (only for your dependant visa).
