From Tiers 4 to Tiers 2. Is there any risk of refusal?

Dear all,

I am finishing my master in the UK (London) and I just secured a job. The company said that it will sponsor me. I am the first guy in the company that they will sponsor under the points based system (tier 2). Is that any risk of refusal?

Dear Sir

I dont have any particular circumstances. I am normal student (with valid tier 4 visa) who is about to complete his degree. The reason why I asked this question is because the government is looking to cut the immigration and I was just wondering whether I could get a refusal just because of that? Thank you
