Tier-2 Sponsor license delay while VISA expires

Could anyone please clarify whether can we apply without sponsor license & COS while they are delaying in processing sponsor application.

I have called up and spoke to a guy today with immigration bureau..he said clearly & strongly that if your sponsor application is delaying you should leave the country and apply for entry clearance from your country.

If you still apply without license , he said that the application will automatically be refused and have to face the problem of illegal application.

please post the update if anyone got the VISA or forwarded the license after applying the application without COS ......
