US visa rejected

my partner is an indian citizen. He has been in the US for nearly 14 years on a student visa. He made a trip to india after a 6 year gap and was rejected a visa to renter US thrice. His MS is still pending.

He has since applied and qualified for universities in the UK. Do you think his past immigration history will endanger his chances to get a UK student visa.
