We went through hell getting my Fiance Visa and getting me from Texas to Scotland... now we are finally married and were about to fill out the Marriage Visa Application FLR(M) when I saw that he needs to earn 18,600 a year. He earns 18,000. We had this problem with the Fiance Visa too and what we did was had his mother sponsor me. She had to sign an Affidavit of Support and get it notarized and all. Would that work again with the Marriage Visa?

If the fiancee visa was applied for before 9 July, you fall under the transition requirements of the previous rules. So, just as for the fiancee visa application, if your disposable income after accommodation is more than means-tested benefits for an adult couple, you should be fine.
