Visa to enter UK with a British Parents

Hi there
My daughter is having non EEA (Asian country Passport) but living in a EEA country( say Romania) outside UK. I do have British Passport. Can she travel with me from Romania to UK with me with her asian country passport without a visa. ? She is over 23 years old and she has no connection to UK other than being my daughter. And also no connection with Romania other than student visa for education Please advise urgent.

Normally, she requires an entry clearance if she's a visa national.
