For Child Dependent and changes

In the latest immigration changes, para 319H(f) has been deleted and para 319H(b) has been modified. Both these relate to the child dependent of PBS migrants. Do these changes mean that:

1. A child has to apply seperately as a dependent only after both the parents have been granted visa. In other words, if one of the parent is in UK, the spouse and child cannot apply at the same time as Tier 4 dependents? ref: para 319H(b)(ii)(a)

This seems unlike what existed earlier ie "the child can apply when one of the parents is applying at the same time as the child"

Please suggest.
