Biometric prior to visa app?

Hello my mother and I are currently in the process of trying to move to Scotland for school. Our deadline is the 23rd of September.

I was wondering if it's possible to get our biometric information prior to applying for our Visa?

Our plan was to get our Biometric information in Austin (we line in Texas) and go to New York Visa office for our visa and departure.
