Student visa -> Tier 5

Dear all,

My friend (Malaysian) is working at accounting firm and now her student visa is nearly expired in OCT. Her boss is willing to apply visa for her but Tier 2 working permit seems very difficult to get as the company hasn't got sponsor license yet.
Would it be possible to apply Tier 5 - temporary work permit then?
