transferring permaent residence to my new passport

Hi, i need help please,

I have sent my new passport along with my old passport to have the permanent residence stamp transferred from the old passport to the new one. unfortunately the home office have returned my documents along with my 2 passports and told me in a letter that they have rejected my application and as i am married to EEA citizen i can not apply for stamp transfer under the NTL form/application but instead i should use the EEA4 TO HAVE THE TAMP TRANSFERRED TO NEW PASSPORT. PLEASE HELP ME AS THE HOME OFFICE HAVE CONFUSED THE HELL OUT OF ME. THANKS TO ALL OF YOU
