ILR SET (O) POST APPLICATION ... LONG DELAYS...

Hi. Hope anyone can share his experience.
I applied ILR SET (O) form by post on 14 may. Confirmaiton recd 21 May. Than end of july received all documents back by post with a HO letter stating Credit card details for payment is not correct. I check my details and even call my bank to check if they had stop any payment. But bank said they had not stop any payment. I call HO and ask them if any thing wrong why they took 2 months to send this back but no positive reply. I had resubmit my applicaiton 1 August and now waiting for confirmation letter. Someone told me these days because of too much work pressure HO sometme not sending confirmation of receipt of documetns. As long as we have post receipt and can check online for documents delivery it is valid. I am worried and it wil be 4 month I submit my initial applicaitn and even till date no Biometrics appointment letter. My job is related ti extensive travelling in Europe to make deals for my company. This delay is giving us big losses. Please advice if any one have suggestion how to handle this situation...
