Apply ILR while FLR (M) Application is pending

Hello everyone need some help regarding my wife ILR. My wife was on Tier 1 dependent visa until 17 Aug 2012 and i applied for her FLR (m) as i was waiting for my ILR (long residence) to come through. Now i have received my ILR on 01 Sept 2012

My query is my wife is living here in UK on spouse/dependent visa since NOV 2009 which is more then 3 years and i am sure she is eligible for ILR as she comes under old rules before 9 july 2012. Is there is any possibility she can apply for ILR either set(o) or set(m) while she is waiting for her FLR(m) application? i understand if we withdraw application she has to leave the country and then apply from home country. I wonder is there is any way she can apply via post or at PEO ?

She cannot apply for settlement unless she is granted FLR(M) leave.
