Dependent TIER 1 after 09 july 2012

I got the following news. I am going tommow for TIER1 genreal extension with my wife. I am now confuse that I need to fill PBS dependent form or something else as after 9th july something changed a per news.

Someone please help me.

Extending your visa on the basis of family or private life

Since 9 July 2012 if you wish to remain in the UK on the basis of your family or private life you must apply under one of the family or partner routes.

We will not consider any application made on the basis of your family or private life under any other categories, including:

Tier 1 (Exceptional talent);
Tier 1 (Entrepreneur);
Tier 1 (Investor);
Tier 1 (General);

She applies on the PBS dependent form. This announcement is about people making applications outside of the immigration rules on the basis of their family life. Your wife is applying to extend her leave under the rules so assuming she currently has leave as your dependent she needs to apply on the PBS dependent form.

can I give correspondance addres to my Office and dependent correspondance address at home ?
