Has anyone made complaints to UKBA about appeals NOT being implemented on time? If so, what was their response.

Where is this supposed "time (frame)", that is not being adhered to and you wish to complain against, prescribed?

I am familiar with chasing UKBA through the help of this forum.Unfortunately some mps are not sympathetic to the plight of immigrants.Phone the team that refused your application and ask them to implement the appeal.The decision has already been made for UKBA by the judge.All UKBA has to do is give you papers.

Tell your mp you can't work etc etc and you are really in serious mess and UKBA are making it worse by delaying giving you papers.

Have you got a solicitor to help you?There are legal aid lawyers who might help you.You really need to get some lawyers to fight for you if you are having no progress with your mp.
