Help with sponsoring my brothers wife.

Hi there. I’m new to the forum.
I have a question regarding my brother who got married to a Filipino back February 2012. (He was born in the UK) (She now has his surname too)
He’s in a bit of a predicament because he’s not in full time employment and has there for asked me if I could sponsor him / her.
I would like to know what this means and what the immigration folks would need from me if I agreed to do this and would I be sponsoring my brother or her?

Any help would be greatly appreciated.

Under the new regulations, unfortunately 3rd party sponsorship is no longer accepted.

Thanks for the fast reply. Just to clarify this.
It means that he would be the only person eligible to sponsor her?
