Maintenance requirments..

Hello guys another help from you guys...Thanks in Advance..
my cousin will apply his visa on 01 october,,I heard that home office is going to change some rules on the same day...I wonder what they are changing on Tier4...
My cousin had paid his 80 of fee and course is 2 years in lsbf...and college saying all you have to show 1600£ for maintenance 28 days..hes got 1700£ in his acount for 28 days...because hes paid his first year fee and got agreement with college to pay rest in installments...
What really he should ask from college about the remaining fee please suggest???
