I did apply for my ILR recently under 10 years rules. Now i am in PSW. meantime can i apply for child benefit while my application is under process or there is any risk of negative outcome of my application.Please let me know

Until your ILR application is approved, you continue to remain a PSW migrant .. and therefore not allowed to access public funds.
