lost indian passport before surrender

lost indian passport before surrender

hi all
my cousin sent his indian passport for british nationality. application approved and ukba sent document back in 2nd class post. but all lost in post. he has british passport now. he wants to go to india but he cant apply for visa untill he surrender indian passport. he made a police complaint and affidavit from notary public about this. but cgi birmingham didnt accept and asked for letter from ukba or royal mail. but ukba not responsing.

any suggestion to solve this problem please

He should apply for "Renunciation Declaration":
PIOs, who acquired foreign nationality on or after 01.06.2010 but fail to produce Indian passport and only furnish a copy thereof, claiming to have misplaced/lost the Indian passport, will be issued ‘Renunciation Declaration’*** with remark that original Indian passport not surrendered. A fee of Rs. 7,000.00 plus application charges including Consular Surcharge of £ 2.00 and applicable charges for M/s VFS (UK) will be collected. The applicant will be additionally required to furnish a duly Notarised Affidavit in this regard and a Police report (to rule out any misuse);
