PR Eligibility for Tier 2 - ICT

Hi, I have been in UK on and off since 2007.

I had first arrived in UK on an employer sponsored visa and was in UK between April 2007 and September 2008.
Then i had to travel back and later came to UK on Tier 2 ICT and I am in UK since March 2010.

Can somepne please provide some answeres to the following questions please?
1. Am I eligible for a PR?
2. How long do I need to stay in UK to apply for PR?
3. What are the criteria I need to satisfy in order to be eligible for PR?
