Tier1 general(HSMP) ' vs ' TIER1 general PBS???

hi

can any senior members confirm me weather Tier1 general(HSMP) and TIER1 general PBS are same? or the Tier 1 general(Hsmp) is a transitional arrangement under Tier 1 general PBS ?? i am confused
