Tier 1 Visa extension

One of my friend told me to go for postal application. He claimed the visa you will get will be valid from Jan13 valid until Jan15 and he is quite confident in saying this. However in my opinion they will give VISA starting from date of application received e.g. if applied in October 2012 it will expire in Oct 2014. Could I have your expert opinion?
If I apply in October I will short of 3 months in ILR in 2015 as per current rules without bothering what they will be changing tomorrow.
