Tier2 ICT Established staff dependent visa to tier2 general

Hi,

I have a Tier2 ICT Established staff visa applied on Mar 2011 and came to UK on Jun 2011 and currently working with the same employer in UK. my current visa is valid till Mar 2013. And my company is ready to extend this also.

Applied a dependent visa for my husband on Jun 2011 and he came to UK on July 2011 and now he is also working here in UK.

Q1: We noticed from UKBA website information, with our current visa status, if we continue to stay in UK for 5years also we will not eligible to get a ILR in UK. Is this correct ?

Q2:
My husband's company is ready to provide a sponsorship for him. They are asking my husband what kind of visa you are expecting us to provide and what is the salary limitation for that?
We noticed that if we stay in UK for 5 years with Tier 2 general, we can get a ILR.

so if my husband wants to switch to Tier 2 general now ,
a) can he switch to tier 2 general? - there is no mention in UKBA that tier 2 dependent can switch to tier 2 general or not.
b) can he apply from inside UK? or he has to go back to India and from there only he can apply?
3) If he had to go back to india and apply - it looks like there is only 20K visas allowed per year and i believe it could have completed already ?

Q3:
If he can apply for Tier 2 general Is there a minimum annual salary condition at his work? if yes how much?
