7 AND HALF YEARS ROMENIAN IN THE UK ANY RIGHT FOR ILR?

Daer Everyone, i came to this other thread looking for quick answer but i know expect are opha with ECAA4.
This is brief history:
A Bussinesswoman since 2005with a visa into the UK
renewed in 2006 before they joined the EU
We got married as non EU national2012 feb
Sent in March 15 /12
In her letter sent by the homeoffice, they state her family should appliy for ILR after five years and they mentioned too useECAA4 with her spouse and all dependent

i have already applied for RC but ILR is my main issue now.
Please the ECAA4 if she apply for her ILR with me after i get my RC are they going to grant me too?The documents they sent her that gave right for all her family to get ILR. Finally, can i include my children who are not here now for my wife ILR or they should come or send their passports . Please kindly appreciate any one answer that really familiar with ECAA4 application for romenian and bulgarian Indefinate leave to Remain bofr they join the EU . Thanks
