Long stay visa for my parents with problem 0f disinformati

I would really appreciate if someone can provide some advice for me please. I am EU citizen living outside UK. My parents are non EU citizens visiting me and my brother and a sister in UK for more than ten years now. My older bro is EU citizen living in UK and sister will be UK national this Dec and she is living in UK too. I was in UK till Aug 2012 but now back in my previous EU country which has no proper law to apply for dependent parents visa. Which makes me wrote to this forum and seeking help.

Problem is when I applied for UK visa along with my parents ten years back in 1999, we did not mention my older brother in our list of information to the visa office for some personal rift/dispute . Now I am not living in UK and our family is back together thankfully, my brother would like to apply for long term dependent visa for my parents in UK as he is living there for more than six years and is medical practitioner and possess EU rights while living in UK.

My query is, is that possible for him to apply for our parents and if they will ask him or them that they did not disclose him initially then what can be reasonable solution for this problem. For us it was a wrong thing infact immature thing in view of personal prob rift etc but it sometimes does happen and now its not there anymore.

Can someone advice please that how can we proceed their application . They have multiple visit visa till 2015 and they are planning to be back in UK in April 2013 and leaving in October 2012. I am sure they will ask them about hiding the information and I am looking how to tackle and deal with that please.
