Can Tier 2 dependent start a business

The main applicant is prohibited from starting a business but can the dependent do so, i.e. sell stuff on Ebay.

If you are looking for a link or document that explicitly states "Tier 2 dependant can work as self-employed in the UK" then none exists.

319D is the relevant immigration rule that mentions working restrictions for PBS dependant(s).
