Visa for Spouse

I have an ILR. I need to bring my future wife to UK and she has intentions to work in the UK.

What are my options to get the fastest turnaround time

1. Apply for Spouse Visa from within UK
2. Apply for Spouse Visa from Outside UK
3. Bring her on visitor visa and later apply for spouse visa.

1. Only possible if she enters with a fiancee visa
2. Possible
3. Not possible.

Just to add that during the fiancee visa (max. 6 month) the spouse is not allowed to work. This changes once the fiancee visa is replaced for a spouse visa.
