General Query for visa application from overseas

Dear Team,

I have been in the UK from Jan 2010. My different visa status are as below:

18 Jan 2010 : Tier 4, Student Visa approval
31 Jan 2010 : Entry to UK with Tier 4, Student Visa approval
16 March 2011 : Application and approval of Tier 1 PSW Visa
16 March 2013 : Tier 1 PSW Visa will expire

I have been hearing the news (or rumours) from my friends that HSMP is opened for overseas applicants. You can go back and apply from your own country for 3 years HSMP.

I wanted to know if this is authentic news or not. If yes, would like to know more about it.

HSMP closed in 2008.
Tier 1 (General) closed in 2010 for overseas applicants and in 2011 for applicants within UK.
