Tier 2 - Dependent visa for Fiancee/Wife

Hi,

I am an Indian national living in UK on a Tier 2 visa. I am getting married in November and intend to travel to UK with my wife in December.

Questions -
1. Is there a way my fiancee can apply for Tier 2 Dependent visa before we get married so that by December she has the Tier 2 Dependent visa issued?

2. If answer to 1 is "No", what's the best way out? Do we have to wait until we get married to apply for the Tier 2 visa with the photocopy of the marriage certificate? In that case how long does it usually take to get the visa issued?

3. Can she apply for a Tourist visa now and move to UK with me in December? Once in UK, can she apply for a Tier 2 Dependent visa here with the marriage certificate from India?

4. Anyone aware of any agency in India (Delhi/Kolkata) who might be able to expedite the process and help us?

Any guidance regarding the above would be highly appreciated.

1. No, unless you have been living together with the person in question for at least 2 years.
2. Wait to be married. Photocopies are not accepted. The usual processing time.
3. Yes, if she is granted a tourist visa. No.
4. What will an agency do when an applicant does not meet the immigration requirements?

A few additional questions -

"2. Wait to be married. Photocopies are not accepted. The usual processing time." - If photocopies are not accepted, do we have to submit the original marriage certificate for the visa?

From the processing time, it looks like the visa should arrive by 3 weeks. What are the docs one needs to furnish to apply for the Tier 2 spouse/dependent visa?
