ILR application with FPN

During my last extension of tier1 visa, I have mentioned on tier1 form that I have got three points FPN on ( Contravention of special roads regulations (excluding speed limits) ) with out going to court , i paid the ticket and got three point on licence by mail. My application approved but case worker mentioned on my approval letter the following remarks

Please note that the fixed penalty notice stated on the application form is a criminal offence for UKBA purpose and will need to be declared on any future application.

I am applying for ILR in dec, would u think I will not get it ? on UKBA website it says FPN if not given in court should not be crimical offence. I have only 3 points on my licence which will stay till 2014.

I contacted police station , they said this is not a criminal offence .on my licence counter part, no date of conviction is mention. on convicting court code coulum it says 2665 fixed plently. please guide and help if i am criminal in this country ?
