FP for EEA national family member English test ?

hi
I have a queation please, does my wife need to pass an English test before applying for a Family permit ? I hold a German passport, I'm living and working in UK,

I was a bit confused about the info in: the New English language requirement for partners like below

These apply to the UK's domestic immigration rules and not to your case.

Note that if you later decide to move to the Netherlands or back to Germany (or to any other EU member state), there will also be no requirement for you or your spouse to do a language test as you will be moving on the basis of EU free movement law.

Netherlands definitely has a test. Not sure but I vaguely remember there is such a test in Germany if the spouse is not from the US/Canada.
